SRP Issues RFP for up to 400 MW of Solar Projects
LCG, January 27, 2020--Salt River Project (SRP) recently issued a Request for Proposals (RFP) for up to 400 MW of new solar energy. The 400 MW of new solar capacity will be a significant step towards achieving SRP's goal of acquiring 1,000 MW of new solar energy by 2025. Up to 200 MW of solar projects are to be sited on the Navajo Nation. The remaining capacity must deliver electricity to SRP's transmission system.
SRP is a not-for-profit public power utility and the largest provider of electricity in the greater Phoenix metropolitan area, serving more than one million customers. All of the energy is to be delivered to SRP customers in the Valley.
SRP's General Manager stated, "This project is critical as it moves us forward in our goal to invest in more solar energy projects and offer our customers a diverse mix of affordable, emission-free power. We are also proud to work with the Navajo Nation as they facilitate further development of renewable energy."
The Navajo Nation and SRP have been working together to develop this RFP which supports the Nation's Háyoolkáál (Sunrise) Proclamation announced last year and prioritizes the development of renewable energy on the Nation while also supporting SRP's commitment to reduce carbon dioxide emissions by more than 60 percent by 2035 and by 90 percent by 2050.
SRP is requesting solar project proposals with a minimum capacity of 100 MW and up to 200 MW. Proposed projects must be able to achieve commercial operation no later than December 2023 so that the projects may take advantage of expiring federal tax incentives. Proposals in response to the RFP must be submitted to SRP by May 4, 2020, and the selection is expected to be completed by July 2020.
The new RFP follows other recent SRP solar developments. In November 2019, SRP announced plans for two other solar plus storage projects: the Sonoran Energy Center and the Storey Energy Center. The Sonoran Energy Center will be an approximately 250-MW solar facility charging a 1 GWh battery storage system that will be built in Little Rainbow Valley. The Storey Energy Center will be an approximately 88-MW solar plus energy storage system and is scheduled to be built south of Coolidge. Both plants are scheduled to be online by June 2023 and will be owned and operated by subsidiaries of NextEra Energy Resources, LLC. These two solar plus storage facilities, when combined with the new RFPs, will add nearly 740 MW of new solar capacity to SRP's portfolio by the end of 2023.
In November 2019, SRP permanently shut down all three coal-fired units of the Navajo Generating Station (NGS), located on the Navajo Nation and operated by SRP. In 2017, the owners (SRP, Arizona Public Service Co., NV Energy and Tucson Electric Power) of NGS determined that it would be uneconomical to continue operating the 2,250-MW plant after its lease with the Navajo Nation expired in December 2019. NGS was one of the largest, coal-fired power plants in the Southwest.
