SPP Board Approves Alternative, Accelerated Generation Interconnection Process to Improve Regional Resource Adequacy

LCG, May 8, 2025--The Southwest Power Pool (SPP) Board of Directors approved SPP’s proposed Expedited Resource Adequacy Study (ERAS) at its May 6 meeting. SPP developed the new ERAS in collaboration with its stakeholders in response to the growing need to add new generating resources before the region’s generating capacity is outpaced by its electricity demands. ERAS is intended to be a one-time, expedited study process designed to significantly accelerate the addition of new power generation facilities to the grid and address concerns about the near term ability to maintain the affordable and reliable electric service that consumers expect.

EDP Renewables Completes Scarlet II Solar and Energy Storage Project in California

LCG, May 7, 2025--EDP Renewables North America LLC (EDPR NA) announced yesterday the inauguration of its Scarlet II Solar Energy Park (Scarlet II) in Fresno County, California. This phase of the solar plus energy storage project includes 200 MW of solar capacity, plus a co-located 150 MW/600 MWh battery energy storage system (BESS). The initial phase of the project, Scarlet I, which provides 200 MW of solar and 40 MW/160 MWh of BESS, achieved commercial operations in July 2024.

Dairyland Power Cooperative to Acquire Gas-fired RockGen Energy Center to Complement Rise in Renewable Resources

LCG, August 27, 2021--Dairyland Power Cooperative announced yesterday that it has entered into a purchase agreement to acquire the RockGen Energy Center, a 503 MW natural gas power plant located in Cambridge, Wisconsin, from an affiliate of Starwood Energy Group Global, LLC ("Starwood Energy"). The acquisition is subject to customary conditions, including regulatory approvals, and is expected to close by the end of 2021.

Dairyland Power Cooperative’s President and CEO stated, “RockGen will help meet our members' power supply needs as we transition to more renewable resources. Safely delivering reliable and sustainable electricity to our members is critical as we continue to diversify Dairyland's energy portfolio and lower carbon intensity. With the closing of our coal-fired Genoa Station #3 this year, the availability of this existing, low-cost and reliable facility in Wisconsin is both timely and a good strategic fit for our power supply portfolio.”

The RockGen Energy Center is a simple-cycle facility that includes three, 168-MW gas turbines. The low-NOx combustion turbines can ramp up and down quickly to support intermittent solar and wind resources. The natural gas-fired facility commenced operations in 2001, and re-commissioning was completed in 2020 to allow operation on fuel oil as a backup fuel source. The dual fuel flexibility enhances reliability in the region when or if the natural gas supply is limited.

The CEO of Starwood Energy stated, “RockGen is a world-class facility and under our ownership, we have been able to add tremendous commercial and operational value to this asset. We are confident that this asset will serve Dairyland and its members for many years to come.”

Starwood acquired the facility in July 2019 from Calpine, the original owner.
