Carolinas Utilities to Form Regional Transmission Firm

LCG, July 19, 2000--Three electric utilities in the Carolinas announced plans yesterday to set up their own power grid operator in conformance with the Federal Energy Regulatory Commissions intent to have all utilities in the country operating in regional transmission organizations by the end of next year.

CP&L Energy Inc., Duke Energy Corp. and Scana Corp. said jointly that their planned independent regional transmission organization, to be called GridSouth, would operate their power transmission systems according to FERC rules for RTOs. Ultimately, GridSouth could become a profit-making, publicly-held "transco."

Jim Hinton, Dukes senior vice president for electric transmission, said "Duke's vision is for a large regional, independent organization that owns and operates transmission. This is a solid step in that direction."

Hinton said the companies are not proposing to transfer assets to GridSouth at this time, but to transfer operational control. "Some transmission owners might sell their assets to GridSouth and some might not. This model provides us with needed flexibility to get us through the next handful of years," he said.

William B. Timmerman, chief executive of Scana which owns South Carolina Electric & Gas Co., said the RTO would comply with the provision of FERC Order 2000. The three utilities plan to file their proposal with FERC in mid-October.
