LCG, July 13, 2026--Avantus, an independent power producer (IPP), and Clean Power Alliance (CPA) today announced a 20-year power purchase agreement (PPA) for the Rexford 2 solar and storage project in Tulare County, California. The project will deliver 200 MWac of solar power combined with a 200 MW/800 MWh of battery energy storage system (BESS) to the California grid. The project is scheduled to commence construction in 2027 and achieve operations in late 2028. Commercial operations under the PPA are scheduled to start in May 2029. Avantus plans to own and operate facility.

First Energy's New Wires Unit is First Step to ISO
LCG, Aug. 30, 2000American Transmission Systems Inc., the new wires subsidiary into which First Energy Corp. transferred its transmission assets, will begin operations Friday under its own open access transmission tariff.The unit, which will own and operate First Energy's major high-voltage transmission facilities, has received approvals from Federal Energy Regulatory Commission, the public utilities commissions of Ohio and Pennsylvania, and the U. S. Securities and Exchange Commission.Formation of the subsidiary is the first step in First Energy's move to place all of its transmission facilities under the direction of a FERC-approved regional transmission organization. The company has joined with American Electric Power Co., Consumers Energy Co., Detroit Edison Co. and Virginia Electric & Power Co. in proposing a for-profit operator called Alliance RTO.The Alliance proposal was conditionally approved by FERC last December. First Energy said the companies will make a compliance filing with FERC soon that addresses outstanding issues related to pricing, governance, scope and configuration.As to the start-up of American Transmission Systems, Stan Szwed, a First Energy vice president, said "We are very pleased to have completed this important step toward our ultimate goal of joining an independent regional transmission organization, offering fair, nondiscriminatory access to our transmission network."
