California Lawmakers Tackle State's Power Problems
LCG, Jan. 4, 2000California Gov. Gray Davis yesterday convened a special session of the state Legislature to deal with the state's rapidly deteriorating electric power market.Though the legislature was, as a matter of fact, already in session, by declaring a special session to handle power problems allows any bills passed to take immediate effect.State Sen. Debra Bowen, a Democrat from Redondo Beach who is chairwoman of the Senate Energy, Utilities and Communications Committee, said there was a need to come up with a well-thought-out long-term solution to a very complicated problem. "Special session or no special session, that's going to take some time, because I for one want to make sure we get it right," she said.The special session allows the Legislature to pass expedited legislation without the normally-required two-thirds majority, which Republicans say leaves them out of the picture.By doing so, it leaves Davis alone on the hot seat, they say. "At his own political peril, the governor may be taking this on alone," said state Sen. Bill Morrow, a Republican from Oceanside.
