Taiwan Nuclear Plant may be Resumed

LCG, Feb. 5, 2001Taiwan's Democratic Progressives may give in to pressure from the Nationalist Party, which holds a majority of seats in the legislature, and resume construction of the island nation's controversial fourth nuclear power plant, Japan's Kyodo News Service said this morning, citing "various sources."

According to reports, Prime minister Chang Chun-hsiung will announce a decision to resume work on the plant, but fall short of committing himself to finishing it.

Under a compromise proposal, the government would spend this year's budget for the project, which was passed by the legislature and approved by the previous, Nationalist Party prime minister. But the legislature would defer action on a budget for additional work until after a year-end general election.

Chou Po-lun, a spokesman for the Democratic Progressive legislative caucus, told reporters that the legislature would accept the temporary resumption of work on the plant in order to break the political stalemate caused by the controversy. "Whether to continue construction after the elections is another thing," he said.

In accepting the compromise, the Nationalist Party would be betting on holding its strength in the coming elections, something that local observers say is far from assured. Recent opinion polls in Taiwan indicate that the Nationalists could emerge from the elections as the number three party, behind the Democrat Progressives and the radical People First Party.
