Cities Get Together for 250 Megawatts in Burbank, Calif.

LCG, March 8, 2001Seven Southern California communities and an irrigation district have expressed interest in participating in a new $180 million, 250 megawatt power plant that would be built in an eighth city, Burbank.

Fred Fletcher, assistant general manager of the Burbank Department of Water and Power, said the plant could begin commercial operation as early as 2004, if the California Energy Commission expedites the permitting process.

Burbank Department of Water and Power is a municipal utility but has become more and more dependent on spot market prices, Fletcher said. The city now generates only about 15 percent of its power because city owned generating facilities are old and costly to operate.

Burbank would finance the new plant through the Southern California Power Authority whose 11 members would pay for development of the project in exchange for a portion of the plant's output.

Besides Burbank, Pasadena, Glendale, Anaheim, Colton, Riverside, Vernon and the Imperial Irrigation District have expressed interest in the project. The Burbank and Anaheim city councils have voted to enter into a planning agreement for the new plant, Fletcher said, and similar votes in the other communities are expected soon.

Steve Homer, project manager for the power authority, said "The state is crying for new power and all the infrastructure is in place so I can't imagine why anyone wouldn't want it."
