Connecticut Bill Would Block Power and Gas Transmission to L.I.

LCG, Feb. 21, 2002--Connecticut lawmakers are said to be planning hearings next month on whether applications for gas pipelines and electric power cables across Long Island Sound should be temporarily prohibited.

A power cable project, the TransEnergie US Ltd. Cross Sound Connector, is approaching final approval, and a single gas pipeline from Branford to Shoreham is under consideration. The Cross Sound Connector would follow a dredged shipping channel, and has been criticized by New Haven's mayor, John DeStefano, as having the potential to interfere with dredging and shipping. State Sen. George "Doc" Gunther, R-Stratford, who is sponsoring a one-year moratorium on applications, has said that the activity of laying the cable could harm marine life.

TransEnergie's spokeswoman Rita Bowlbie said, "we have told the DEP and the Army Corps that we will agree to any and all conditions as far as making sure the cable is installed in a way so it does not interfere with shipping." She noted that power could flow from Long Island to Connecticut as well as in the other direction, and could serve Fairfield County, which the New England Independent System Operator has said suffers from transmission bottlenecks. Bowlbie recounted a situation on August 1, when two transmission lines in Norwalk failed, and the Bridgeport power plant was forced to shut down unexpectedly.

Six state senators and six state representatives are bipartisan co-sponsors of Gunther's bill. Various utilities are considering at least nine potential gas pipelines to span the Sound.
