SPP Receives FERC Approval to be First RTO Operating in Both Eastern and Western Interconnections

LCG, March 205, 2025--The Southwest Power Pool (SPP) today announced it will soon be the first regional transmission organization (RTO) in the nation to provide full services in both the Eastern and Western Interconnections of the U.S. power grid. On March 20, the Federal Energy Regulatory Commission (FERC) unanimously approved Southwest Power Pool’s amended tariff that includes provisions that enable Western members to join the RTO. The expansion of the SPP RTO is scheduled to go live April 1, 2026.

Report on Blackout Faults FirstEnergy

LCG, Apr. 6, 2004--A report completed by a joint U.S.-Canadian group on the causes of the August blackout that affected a large region in the U.S. and part of Canada found that FirstEnergy's inadequate response to initial outages was largely responsible for the scale of the events that followed.

The report also listed a number of specific operational and maintenance measures that it said should be implemented in order to enhance reliability, and found that not many changes had yet been made since the blackout. The authors noted that there is currently no widespread standard for trimming trees near high-voltage transmission lines, despite the fact that local utilities routinely monitor trees near less critical distribution lines, based on rules established by state commissions. Disagreement among utilities on the issue of what maintenance near high-voltage lines might entail has discouraged the North American Electric Reliability Council from issuing standards.

In addition to the conclusion that load shedding by FirstEnergy in the amount of 1,500 megawatts might have headed off the blackout, the report also drew attention to shortcomings on the part of reliability councils and other grid monitors. FirstEnergy's senior vice president of energy delivery, Chuck Jones, was quoted in the Wall Street Journal as saying "We don't think that's factually correct," in response to the report's assertion that the company failed to conduct voltage analyses to a degree that could have made its service area less vulnerable to widespread failures.
