Ontario Pursues 2,500 MW of New Capacity

LCG, June 30, 2004--The Ministry of Energy issued a Request for Proposals (RFP) for 2,500 MW of new capacity or electricity conservation measures to meet Ontario's electricity needs, with capacity to be in place as early as 2005. The RFP was issued June 25, 2004 and follows an RFP released in late April to purchase 300 MW of renewable energy supplies. The need for new capacity coincides with the planned shutdown of the 1,150 MW, coal-fired Lakeview Station in April 2005.

Energy Minister Dwight Duncan sees the move as a positive, new direction. "After more than a decade of mismanagement in this sector, we are moving forward quickly and prudently to create new electricity supply and to increase energy conservation in Ontario," Duncan said. "We must take action now to keep the lights on in the near future, and for our children and grandchildren." Ontario has struggled with its efforts to upgrade its nuclear units and return them to service. In September 2003, the first of four Pickering A reactors returned to service, more than two years late and at a cost nearly three times that approved by the Board of Directors of Ontario Power Generation, Inc. (OPG).

With respect to the renewables RFP, ninety proponents have expressed an interest, identifying approximately 4,400 MW of potential renewable energy capacity. The Minister of Energy wrote to Mr. Jake Epp, Chair of Ontario Power Generation, that OPG is not to participate, whether on its own or jointly with another interested party, in the 300 MW renewable energy RFP process.

Earlier this month, the Independent Electricity Market Operator (IMO) issued its 18-month outlook for the Ontario electricity system, describing the reliability over the next 18 months as "substantially improved compared with the outlook presented one year ago." However, the forecast reserves relative to requirements is tight, particularly during the fall of 2004 when generator outages are planned for maintenance purposes.
