California Energy Commission Approves Calpine's 600-MW Russell City Energy Center
LCG, September 27, 2007--The California Energy Commission (CEC) yesterday approved a 600-MW power plant project, known as the Russell City Energy Center, proposed by Calpine Corporation (Calpine). The natural gas-fired project was proposed back in 2001, but California's energy crisis and Calpine's subsequent financial challenges put the project on hold.
Today the project is owned by Calpine and co-investor GE Energy Financial Services, which has a 35 percent interest in the facility. A ten-year, power purchase agreement (PPA) for the full output from the plant is now in place with Pacific Gas and Electric Company (PG&E). Construction is scheduled to start next spring, with commercial operations expected in mid-2010.
The Russell City Energy Center will be built on an 18.8-acre site near the City of Hayward's recycled water treatment facility and will use recycled water.
The project will add a significant quantity of generating capacity to meet the growing demand for electricity in California.
