SCE&G and Santee Cooper Execute Agreement for New Nuclear Plant
LCG, May 28, 2008--Santee Cooper and South Carolina Electric & Gas Company (SCE&G) announced yesterday a new contractual agreement with Westinghouse Electric Company, LLC, and Stone & Webster, a subsidiary of The Shaw Group Inc., for the design and construction of two nuclear reactors at the V.C. Summer Nuclear Station in South Carolina. SCE&G executed the Engineering, Procurement and Construction (EPC) contract on behalf of itself and Santee Cooper. The first unit is planned to commence operations in 2016, with operations of the second unit following in 2019.
The estimated cost for both units is approximately $9.8 billion, including inflation, owner's costs, and contingencies. Additional costs will be incurred for related finance costs and transmission upgrades. A significant portion of the contract price is fixed, or fixed with agreed-upon inflation factors, according to the company's press release.
SCE&G and Santee Cooper jointly own the existing 966-MW V.C. Summer plant, and SCE&G is the plant operator. A similar arrangement will apply to the new, 1,117-MW units, with SCE&G accounting for approximately 55 percent of the cost and output and Santee Cooper accounting for the remainder.
SCE&G plans to file a combined application for a Certificate of Environmental Compatibility, Public Convenience and Necessity, and for a Base Load Review Order, with the South Carolina Public Service Commission (PSC) and the South Carolina Office of Regulatory Staff (ORS) later this week.
On March 31, the utilities submitted an application to the Nuclear Regulatory Commission (NRC) for a combined construction and operating license (COL). The companies announced in August 2005 plans to extend their existing nuclear generation joint ownership arrangement to study the construction of a new nuclear generation facility.
In February 2006, SCE&G and Santee Cooper selected the Westinghouse AP1000 reactor design, which uses passive safety features. The NRC approved the Design Certification for the Westinghouse AP1000 standard nuclear plant design on December 30, 2005.
