Toshiba Signs EPC Contract for New Nuclear Reactors in Texas
LCG, February 26, 2009--Toshiba Corp. announced yesterday that it signed an engineering, procurement and construction (EPC) agreement for the addition of two nuclear units at the South Texas Project (STP), located about 90 miles southwest of Houston. The new units are scheduled to commence operations in 2016 and 2017.
The electric generating capacity of each new unit will be approximately 1,360 MW. The existing two units are pressurized water reactors, each with a capacity of 1,312 MW. The site and cooling reservoir were originally designed for four units, and the plans are for the new units to be built adjacent to the existing two units. South Texas Project Nuclear Operating Company (STPNOC), which currently operates units 1 and 2, will operate the new units.
A subsidiary of Toshiba, Toshiba America Nuclear Energy Corp., executed the EPC agreement with STPNOC, which will be responsible for management of the overall project. STPNOC acted as the agent for CPS Energy and Nuclear Innovation North America LLC (Nina), which was created in 2008 as an Advanced Boiling Water Reactor (ABWR) nuclear development company and is jointly owned by NRG Energy (NRG) and Toshiba. NRG owns 44 percent of STP, and CPS Energy and Austin Energy own 40 percent and 16 percent, respectively.
In November 2007, the Nuclear Regulatory Commission (NRC) accepted for review the Combined Construction and Operating License (COL) Application submitted by NRG and STPNOC to construct and operate two nuclear reactors at the South Texas Project. The submittal employs the ABWR design, which was certified for use by the NRC in 1997.
Nina now plans to use the certified design, with some modifications to enhance safety and construction schedules, and to submit a revision to the original COL application. NRG stated that "the modest delay in licensing that is expected as a result of these revisions will be outweighed by the advantages the changes create in price and schedule certainty."
