Dominion to Place Over 1,200 MW of Older Generating Capacity into "Cold Reserve"
LCG, January 19, 2018--Dominion Energy announced Wednesday that it plans to place nine older, inefficient electric generating units located at five power plants in Virginia into a cold reserve. The units have a combined capacity of 1,208 MW but account for less than one percent of the company's generation. The nine units could be restarted if necessary, according to the company.
The President and CEO of the Dominion Generation Group stated, "When we look at the time, the materials, the people, when we look at the thermal inefficiency of these plants and we look at the advancement of renewables, we look at continued gas-fired build, we just think this is a progressive step we can take to ensure that our fleet remains competitive."
Eight of the nine units to be placed in cold reserve are coal-fired units (or coal-fired units converted to natural gas). Dominion plans to maintain environmental permits for the units, as well as continue paying local taxes.
The power stations where units will be impacted are: Bellemeade, in Richmond; Chesterfield Power Station; Bremo, in Fluvanna County; Mecklenburg, in Clarksville; and Possum Point in Dumfries. Bellemeade, Bremo and Mecklenburg will no longer have units operating once the units are placed into cold reserve status in April. At Chesterfield and Possum Point, some units will go into cold reserve in December and others will continue to run.
According to the State Corporation Commission (SCC), Dominion has informed the SCC staff of the plan and that, because the units are being placed in cold reserve and still could be called on to provide electricity, there is no need to seek commission approval.
