Negotiators in Nuclear Warhead Fuel Sale at Loggerheads
LCG, Jan. 29, 2002--The privatized U.S. agency which supplies U.S. nuclear power plants with fuel from Russian warheads is at an impasse over the price it will pay the Russian agency, Tenex, under a long-term agreement.USEC Inc., based in Bethesda, Md., buys fuel with the U.S. government's backing, and supplies half of the low-enriched uranium used by domestic nuclear plants. The program is also seen as important to maintaining international security. USEC is seeking a lower price than what was charged under a five-year contract, and wants the price it pays to be tied to activity in the uranium market. The profitability of the company has dropped 60 percent in a year, and its stock price has fallen by half. The U.S. government is concerned that such a company be in place to handle the transactions, but so far, Energy Secretary Spencer Abraham has not responded to a request by the Russian Nuclear Power Minister to become involved in the stalled negotiations.Undersecretary of Energy Robert Card expressed concern with USEC, saying "if the outstanding issues in the negotiation are not resolved expeditiously, the United States could find itself with a nuclear power fuel shortage."USEC maintains an inventory to supply plants, and did not place an order for the current year. The company's CEO, William Timbers, said the concern was "unwarranted and disingenuous."
