CA Senate Approves Supervision of Plant Operation
LCG, April 15, 2002On Thursday the California Senate approved legislation which, if signed by the governor, may prevent plant operators from pulling generators off-line in order to influence the market.San Francisco Democrat John Burton proposed the bill, giving the Public Utilities Commission and the Independent System Operator (ISO) the right to create and enforce rules, as well as apply fines to electricity producers. The proposal passed by a 23 to 13 vote.Last year as many as a third of plants were down for maintenance at select times, and California insists it paid too much, some say twice as much as it should have, for electricity. Republicans worry that further legislation will deter new investment; the Commission already can inspect plants owned by PG&E, Southern California Edison, and San Diego Gas & Electric.Whether the plants were down for legitimate reasons or not-power companies insist their innocence and say plants ran at an unusually high rate to keep up with demand- the bill only requires Governor Gray Daviss signature to become law.
