Peru Questions Privatization

LCG, June 11, 2002--The privatization of Peruvian electricity assets has been delayed again, and this time a congressional committee is asking, why privatize at all?

State-owned energy companies Egasa and Egesur have almost been up for sale this year. The companies' sale, priced at $156 million, has been repeatedly postponed because of investor worries and public dissent.

Peru has taken in almost $400 million in state sales so far this year and planned to make $700 million by the end of 2002.

The legislature has questioned the sale of Egasa and Egesur and has called Energy and Mines Minister Jaime Quijandria to discuss the motivation behind the sales.

Some people fear that money gained in the sale will be misused and inefficiently distributed, referring to the way the government spent $9 billion raised in the 1990's by then-President Alberto Fujimori.

Peru's Congress will discuss the sales, which are scheduled for Friday, as well as the possibility of changing it to retain veto rights. NRG Energy Inc., Tractabel, Suez, and Statkraft are all set to bid for the companies.

Earlier this year Electric companies Etecen and Etesur were sold for $242 million to the Columbian state-run utility Interconexion Electrica SA, which was the only bidder, although initially other companies were interested in the sale.
