LCG, March 205, 2025--The Southwest Power Pool (SPP) today announced it will soon be the first regional transmission organization (RTO) in the nation to provide full services in both the Eastern and Western Interconnections of the U.S. power grid. On March 20, the Federal Energy Regulatory Commission (FERC) unanimously approved Southwest Power Pool’s amended tariff that includes provisions that enable Western members to join the RTO. The expansion of the SPP RTO is scheduled to go live April 1, 2026.

Another Coal Plant Proposed for Colorado
LCG, October 13, 2004--Tri-State Generation and Transmission Association, Inc. announced it is accepting bids through November 22, 2004 for 1,000 MW of generating capacity in Colorado. Tri-State will evaluate the bids in early 2005 relative to developing their own 1,000 MW coal-fired plant. Given board approval, Tri-State plans for operations of the new plant to commence in 2011.Public Service of Colorado (PSCo), a regulated affiliate of Xcel Energy, also plans to build a new coal plant in Colorado that would commence operations in 2009. PSCo submitted its Least-cost Resource Plan and requested a Certificate of Public Convenience and Necessity (CPCN) to build a 750 MW expansion of its Comanche Station - with a waiver from the competitive bidding process. A decision from the Commission regarding the waiver is expected to by November.Tri-State, with headquarters in Westminster, Colorado, is owned by 44 rural electric systems that serve customers in Colorado, Wyoming, New Mexico and Nebraska. The Colorado Public Utilities Commission does not have jurisdiction over the Tri-State bidding process; however, the Commission states that Tri-State must seek Commission approval for construction.
