LCG, June 23, 2025--The Governor of New York today directed the New York Power Authority (NYPA) to develop and construct an advanced nuclear power plant in upstate New York to deliver zero-emission power that supports a reliable and affordable electric grid. NYPA will lead the effort to develop at least one new nuclear energy facility with a combined capacity of at least one gigawatt (GW) of electricity, either alone or in partnership with private entities. LCG, June 18, 2025--The U.S. Department of Energy (DOE) announced late today a new pilot program to expedite the testing of advanced nuclear reactor designs under DOE authority outside of the national laboratories. The new pilot program is intended to unlock private funding and provide a fast track to commercial licensing.

New York Power Authority to Develop New Nuclear Facility in Upstate New York
LCG, June 23, 2025--The Governor of New York today directed the New York Power Authority (NYPA) to develop and construct an advanced nuclear power plant in upstate New York to deliver zero-emission power that supports a reliable and affordable electric grid. NYPA will lead the effort to develop at least one new nuclear energy facility with a combined capacity of at least one gigawatt (GW) of electricity, either alone or in partnership with private entities. The directive builds on the Governor’s 2025 State of the State to develop nuclear energy plans in New York.
“As New York State electrifies its economy, deactivates aging fossil fuel power generation and continues to attract large manufacturers that create good-paying jobs, we must embrace an energy policy of abundance that centers on energy independence and supply chain security to ensure New York controls its energy future," said the Governor. "This is the second time during my administration that I am calling on the New York Power Authority to lead a critical energy initiative, and just as it is doing with the expedited buildout of renewable energy and transmission, it will now safely and rapidly deploy clean, reliable nuclear power for the benefit of all New Yorkers.”
The State of New York has aggressive climate goals - 100 percent zero-emission electricity by 2040 - plus significant electricity demand growth and planned fossil fuel power plant retirements. Achieving the climate goals and delivering reliable, affordable electricity will be a difficult mission.
“Governor Hochul is taking a critical step to ensure New York can meet its surging energy needs while advancing the state’s nation-leading climate goals," said CenterState's President and CEO. "As New York emerges as a global hub for semiconductors, microelectronics, AI, and other critical industries, clean and reliable nuclear energy must play a central role in powering that growth. The NYISO’s 2025 Power Trends Report makes it clear - the state will need 2.5 gigawatts of new power by 2035 — and over 40 percent of that will be needed in Central New York alone. We commend the governor for recognizing the urgency and taking bold action to secure New York’s energy future today.”
New advanced nuclear power capacity is expected to complement New York’s ongoing deployment of intermittent, renewable energy by adding zero-emission baseload power so as to boost grid reliability while advancing the State’s ability to achieve clean energy goals.
NYPA plans to immediately begin evaluation of technologies, business models, and locations for this first nuclear power plant and will secure the key partnerships needed for the project. This process will include site and technology feasibility assessments as well as consideration of financing options, in coordination with the forthcoming studies included in the master plan for Responsible Advanced Nuclear Development in New York, led by NYSERDA and the Department of Public Service (DPS).
The advanced nuclear initiative builds on the State’s ongoing financial support to Constellation to pursue an early site permitting process for a new project at its Nine Mile Point Clean Energy Center and will allow for future collaboration with other states and Ontario, ideally building on regional momentum to strengthen nuclear supply chains, share best practices, and support the responsible deployment of advanced nuclear technologies.
New York currently has three active nuclear plants that together provide a total of approximately 3.3 GW of capacity. The three plants (Nine Mile Point, Robert Emmett Ginna and James A. Fitzpatrick) are located in upstate New York along Lake Ontario and are owned by Constellation. According to Constellation, their three nuclear facilities produce more than 20 percent of New York’s electricity and account for nearly half the State’s clean electricity. NYPA previously operated two nuclear plants, including the FitzPatrick plant that was sold in 2000, and the Indian Point Power Plant, which shut down in 2021.
