The Frontier Group of Companies Announces Plans to Convert Retired 2.7-GW Coal-fired Plant into 3.6-GW Natural Gas-fired Facility in Pennsylvania

LCG, July 15, 2025--The Frontier Group of Companies (“FGC”), owner and developer of the 660-acre Shippingport Industrial Park in Pennsylvania, today announced that it will convert the former coal-fired Bruce Mansfield Power Plant, which was closed in 2019, into a significantly larger, state-of-the-art, natural gas-fired power generation facility with greater on-site generation capacity. FGC has also secured a partner to build a co-located data center facility to support America’s demand for AI infrastructure.

NRC Accepts the Construction Permit Application for TVA's Small Modular Reactor Project

LCG, July 10, 2025--The U.S. Nuclear Regulatory Commission (NRC) accepted a construction permit application for review from the Tennessee Valley Authority (TVA) to build one of the nation’s first small modular reactors (SMR). TVA submitted its application in late May to use GE Vernova Hitachi’s BWRX-300 design and to install the advanced nuclear plant at its Clinch River site near Oak Ridge, Tennessee. TVA's application is the first in the U.S. that uses GE Vernova Hitachi’s BWRX-300 design.

The Frontier Group of Companies Announces Plans to Convert Retired 2.7-GW Coal-fired Plant into 3.6-GW Natural Gas-fired Facility in Pennsylvania

LCG, July 15, 2025--The Frontier Group of Companies (“FGC”), owner and developer of the 660-acre Shippingport Industrial Park in Pennsylvania, today announced that it will convert the former coal-fired Bruce Mansfield Power Plant, which was closed in 2019, into a significantly larger, state-of-the-art, natural gas-fired power generation facility with greater on-site generation capacity. FGC has also secured a partner to build a co-located data center facility to support America’s demand for AI infrastructure.

The Shippingport Power Station (SPS) Project is estimated to be a $3.2 billion investment to convert the former 2,700-MW coal-fired facility (consisting of three super-critical Foster Wheeler coal-fired boilers, each with 915-MW gross output) into a 2,700-MW natural gas-fired plant, including related electrical infrastructure plus an estimated ~900 MW of new capacity produced via new simple-cycle gas turbines.

When the project is complete, the new SPS will supply substantial direct power to the prospective data center and/or other potential on-site uses and contribute over 1,000 MW of excess capacity back to PJM Interconnection and the greater region.

FGC's CEO stated, “The Bruce Mansfield Power Plant dutifully served Pennsylvania for 43 years. With the support of Governor Josh Shapiro and Senator Dave McCormick, we will transform this decommissioned coal facility into a modernized power facility that supports America's goal of energy dominance and reinvigorates local communities with high-quality employment opportunities. I look forward to working closely with Senator McCormick and Governor Shapiro to bring this important initiative to fruition.”

SPS is expected to consume approximately 800 MMBtu/day of natural gas produced from the Marcellus and Utica shales. As part of the redevelopment project, EQT Corporation (EQT) intends to serve as the new plant’s natural gas supplier. National Fuel Gas Supply Corporation, a subsidiary of National Fuel Gas Company (NFG), will transport a significant portion of the gas supplies to the Shippingport Power Station.

"We look forward to supporting Shippingport Power Station with reliable, affordable natural gas for the benefit of our state and for all Americans.”

The President and Chief Executive Officer of NFG said, “We look forward to supporting this significant investment in Western Pennsylvania, leveraging our interstate pipeline network to provide reliable deliveries of Appalachian Basin natural gas directly to the facility, with new transportation capacity expected to come online as early as Fall 2026.”

FGC bought Energy Harbor assets in 2022, including the Bruce Mansfield Power Plant. FGC expects to commence phasing in power generation capacity at SPS in 2027, with all conversions and new simple cycle gas turbine additions to be operational in late 2028 or early 2029.
