NRC Says Con Ed Lax in Indian Point 2 Inspection
LCG, July 28, 2000--The most recent inspection of the Indian Point 2 nuclear power plant by its operators, Consolidated Edison Co. of New York, was not up to Nuclear Regulatory Commission standards, the agency told the utility yesterday in a letter to its chief nuclear officer.In a letter to A. Alan Blind, Con Edison vice president for nuclear power, the NRC said its own investigation team "concluded that the overall technical direction and execution of the 1997 steam generator inspection program were deficient in several respects.""Con Edison did not recognize and take appropriate corrective actions for significant conditions adverse to quality" that affected data collection and analysis, the agency said, thus increasing the likelihood that detectable flaws were not detected.The NRC was particularly concerned about the rigor with which "U" bends in the thousands of tubes in Indian Points steam generators were tested. A leak in one of the tubes on February caused the plant to shut down and emitted a one cubic foot puff of radioactive steam into the atmosphere.Con Edison has wanted to pinch off the bad tube and restart the plant this summer, promising to replace the steam generators later, but the NRC has said it cant sign off on the plan until its sure that the utility has made a thorough assessment of the safety factors involved. It is beginning to look like the old steam generators at Indian Point 2 have seen the end of their service.If so, it would mean that they have lasted 12 years longer than they should have. Con Edison, like the fellow down the street who has kept his Studebaker running, has been resourceful, pinching off steam generator tubes when they leak, even though the practice has lower the plants maximum output from 975 megawatts to 931 megawatts.It is more likely that the company will replace the steam generators with a new set it received in 1988 in settlement of a lawsuit complaining that the steam generators it has kept operating all these years were no good to begin with.Other utilities were party to that suit. They all replaced their steam generators when they got the new ones.
