San Diego Power Prices Stimulate Political Process
LCG, Aug. 24, 2000--Everyone from a California Assemblywoman to President Clinton is making hay out of the current high price of electricity in San Diego and environs. Even Ralph Nader got into the act, advising customers not to pay their bills.Yesterday, President Bill Clinton "took action" to mitigate the suffering of San Diegans who have seen their electricity bills more than double since May. In releasing $2.6 million in emergency funds to help low-income families cope with their bills, the president said in disbelief "Ive heard reports of senior citizens on fixed incomes being forced to choose between medicine and air conditioning."Clinton also asked the Small Business Administration to use its credit programs to help small businesses with their electric bills and urged federal agencies to speed up their investigations of U.S. power markets.In Sacramento last night, California Assemblywoman Susan Davis, a San Diego Democrat, and state Sen. Dede Alpert, a Democrat from nearby Coronado, wrung from Gov. Gray Davis a "conceptual agreement" on legislation they are proposing that would place a cap on residential and small business electric rates, retroactive to June 1 and extending to Dec. 31, 2000.The measure would create a state-administered "balancing account" that would limit the size of a residential electric bill to $68 dollars in a month and that of a small commercial customer to $220. Balancing accounts have to be paid off eventually.At the same time, U.S. Rep. Brian Bilbray, a San Diego Republican who sits on the House Commerce Energy and Power Subcommittee, has schedule a September 11 hearing in his home town to gather testimony on the effects of electric deregulation in California, which is like asking the victims of a flood what they think about scenic wild rivers."We are going to go to San Diego, the first in the nation to pay market-based rates, and see how deregulation has affected consumers, and tailor federal legislation to avoid any of the pitfalls," said a spokesman for Bilbray. He did not know how many members of the panel would make the trip.The Federal Energy Regulatory Commission got into the act, saying it had ordered yesterday "a formal investigation of the electric rates and structure of the California Independent System Operator (ISO) and power exchange (PX) as well as market-based sellers in the California market."FERC said in its announcement "The California investigation comes in response, in part, to a complaint from San Diego Gas and Electric Co. It is appropriate to investigate not only public utility sellers' rates in the ISO and PX, but also the tariffs and agreements of the ISO and PX to determine whether market rules need to be modified."President Clinton said "Let me say once again to the people of Southern California, we'll continue to keep a close eye on the situation. We'll do what we can to help you get through this summer." Of course he will. California is the nations most populous state and is crucial to the presidential campaign of Vice President Al Gore.
