State's Power Plants to Begin Maintenance Outages

LCG, Sept. 7, 2000With the passage of Labor Day the summer season is over for most, not matter what the weather is like, and that includes California's power plants which will soon begin their maintenance outages.

That has the California Independent System Operator worried.

Ed Riley, director of operations for Cal-ISO, said "During peak periods (this summer), the generators were doing their darnedest to keep things on." He said he was concerned about the upcoming outages.

"We will be almost as vulnerable as we are now, because (the plants) have to do the work. There are substantial amounts of units scheduled in October to do preventive maintenance," Riley said. October can be the warmest month of the year in San Francisco.

Gary Heath, executive director of the California Electricity Oversight Board which governs Cal-ISO, is aware that the state's aging power plants need maintenance, but is also worried about power availability. "We possibly may have to delay some repairs," he said.

Pacific Gas & Electric Co. is planning a refueling and maintenance outage for at least one unit of its 2,000 megawatt Diablo Canyon nuclear power plant, beginning October , and Duke Energy Corp. is planning to work on the Moss Landing gas-fired plant it bought from PG&E another 1,500 megawatts.

State official say that between 3,000 and 4,000 megawatts of generation will be shut down on any given day over the next two months. That is getting close to a tenth of the state's electricity resources.
