Northern India Blacked Out Most of Yesterday

LCG, Jan. 3, 2001When a substation near the Indian city of Kanpur failed at 3:10 yesterday morning, it triggered a chain of events that took 15,500 megawatts of power off the regional grid and left nearly half of the huge nation without electric power until the early evening.

By 4:45 a.m., India's entire northern grid had collapsed, cutting off power to the internal divisions of Uttar Pradesh, Delhi, Haryana, Punjab, Jammu and Kashmir, Himachal Pradesh and Rajasthan an area about 1,000 miles wide and 1,000 miles high.

Major cities affected were Delhi and the national capital of New Delhi, Jodhpur, Kanpur and Lucknow. In New Delhi, government officials were deprived of electricity at work and at home, instantly spawning an official inquiry into the cause of the failure and to fix responsibility.

Power Minister Suresh Prabhu said there were "technical reasons" for the failure, but did not rule out sabotage. "I don't want to prejudge the issue," he told reporters.

When the substation failed, a number of transmission lines shut down. Soon, all transmission lines carrying power from major plants in eastern Uttar Pradesh to the western portion of the grid went out of service, taking with them power plants to which they were connected.

According to Prabhu, a stand-by system also failed repeatedly. He said that it wasn't until noon that two plants were synchronized to the grid and generation of about 2,500 megawatts was finally achieved at around 4:00 p.m.

It was after 4:00 p.m. before two natural gas-fueled turbines belonging to the Delhi Vidyut Board began supplying power in New Delhi.
