Black Hills Asks to Build Wyoming Coal-burner

LCG, Feb. 27, 2001Black Hills Corp. said yesterday it had begun the permitting process for a planned 500 megawatt coal-fired power plant to be built in Gillette, Wyo., adjoining the company's other power plants and a PacifiCorp plant at the same location.

Black Hills Energy Capital Inc., the company's independent power subsidiary, said the new plant could be operating as soon as 2005, but is contingent upon "an expedited regulatory approval timetable, the availability of adequate electric transmission access to multiple markets, and the securing of long-term power contracts for the energy produced by the project."

The company said the new plant would be similar in features to the existing 362 megawatt Wyodak power plant operated by PacifiCorp at the site. The energy produced would be sold in the wholesale energy markets.

"We are hopeful that our ambitious response to market opportunity is matched by the commitmentof others so that we might proceed rapidly," said Daniel P. Landguth, chief executive of Black Hills Corp. "We appreciate the need for regulatory review and compliance, but we are hopeful that the review process can be expedited. We also believe that the State of Wyoming can position itself as an energy leader by facilitating private sector construction of additional electric transmission line infrastructure."
