Regulators to Review Florida Power & Light Base Rates

LCG, May 16, 2001The Florida Public Service Commission yesterday approved a staff recommendation that it conduct a full review of the base rates of Florida Power & Light Co., the operating subsidiary of FPL Group Inc.

Once the regulators make their initial filings, FPL will have until August 15 to provide financial information.

"We are disappointed that the Commission decided to initiate a rate proceeding to review FPL's rates. This action is a step back from incentive-based regulation to the time-consuming and costly rateproceedings of years past," grumped Paul Evanson, president of the utility.

.

"We believe our current three-year revenue-sharing agreement, which still has one year to run, hasalready provided significant savings of more than $800 million for our customers. Embarking on acollaborative process aimed toward a new incentive-based agreement would have yielded far betterresults for our customers," he added.

Separately, FPL said it, Florida Power Corp. and Tampa Electric Co. have requested that the commission open a separate generic docket to address issues related to their participation in a regional transmission organization the call GridFlorida. The companies say they are forming the RTO in response to the Federal Energy Regulatory Commission orders.

The commission deferred consideration of the utilities' motion, which also upset Evanson. "Without resolution of the PSC's concerns associated with GridFlorida, the participants will re-evaluate the timing and developmental plans for the RTO," he said.
