Bush Takes U.S. Out of Global Warming Accords
LCG, June 12, 2001President Bush said yesterday that the 1997 Kyoto global warming accords were "fatally flawed," added that more and better scientific research was needed and unilaterally took the United States out of the agreement which was signed by President Clinton. At a news conference held in the White House Rose Garden, Bush said the Kyoto agreement is based on inconclusive scientific evidence and, by exempting nations that account for most of the emissions of so-called "greenhouse gases," sets unattainable goals for the world's developed countries.Bush complained that "No one can say with any certainty what constitutes a dangerous level of warming and therefore what level must be avoided." Referring to "developing" countries, which include some of the world's largest economies, such as those in China and India, the president said "We recognize the responsibility to reduce our emissions. We also recognize the other part of the story, that the rest of the world emits 80 percent of all greenhouse gases, and many of those emissions come from developing countries."Bush promised that the U.S. would contribute $25 million toward the development of climate observation facilities in developing countries. He also directed Commerce Secretary Don Evans to review priorities for climate change research and promised to fully fund those priorities."The president is helping to lead the world out of the Kyoto quagmire and toward an effective global response to this complex challenge," said Glenn Kelly, executive director of the Global Climate Coalition, which represents a broad range of businesses interested in the global warming issue. But the president's unequivocal rejection of the Kyoto accords was attached by environmental groups that believe that the U.S., which produces a fifth of the world's greenhouse gases, has leadership responsibility in preventing global warming. The earth has been getting warmer at an uneven rate since the end of the last ice age.
