White House Asks EPA to Delay Air Standard Review
LCG, Aug. 16, 2001--In response to a request from the Bush administration, the Environmental Protection Agency has delayed until next month issuing proposed revisions to the so-called "new source review" affecting maintenance and repair of existing power plants. As part of his energy program, President Bush had asked the EPA to submit recommendations on the new source review after a 90-day study. The 90 days is up tomorrow, and the agency has agreed to delay its recommendations until the administration introduces comprehensive pollution legislation in September."We will put forward an ambitious proposal that will reduce air pollution from power plants significantly more than the existing system. Subsequently, we will release the NSR report called for by the National Energy Policy," EPA Administrator Christine Todd Whitman said in a statement.Under the Clean Air Act, utilities making significant changes to existing power plants that resulted in boosting their output were required to install emissions controls. The Clinton administration interpreted the requirement to include routine repairs and maintenance that did not otherwise change the plants. The Clinton EPA then sued several large utilities to force compliance and seek penalties. While Whitman has not tipped her hand, the EPA review is expected to recommend a system of standards limiting emissions of nitrogen oxides, sulphur dioxide, mercury and particulate matter, while allowing power plant operators to achieve the standards in any way they find best.
