Energy Secretary Abraham To Recommend Yucca Mountain As Waste Repository
LCG, Jan. 11, 2002--The finding by Energy Secretary Spencer Abraham that Nevada's Yucca Mountain is suitable for storage of nuclear waste opens the possibility that within a decade, spent nuclear fuel could be stored at the site.Abraham officially brought an end to speculation about his decision, which was preceded by a period of continuing study that has extended from 1983. His recommendation would need to be approved by President Bush in order for planning to move forward. In its current form, Congress appears ready to override a veto by the state of Nevada.Yucca Mountain was selected by Congress in the mid-1980's as the single, most appropriate site to warrant an extended evaluation. The cost of establishing the site is estimated by the Department of Energy at $49 billion through 2119.Nevada Governor Kenny Guinn received a call from Abraham, and indicated that "I told him this decision stinks, the process stinks and we'll see him in court." He said he was bothered in particular by Environmental Protection Agency safety standards for radiation that are less strict than are standards for lower-level nuclear waste, and planned to lobby Bush on the issue. Sen. Harry Reid, D-Nev., said during a Reno press conference with Sen. John Ensign, R-Nev., "we are concerned that the president gets all the information he needs and really deserves to make this very important decision." Abraham, writing to the governor, said "A repository is important to our national security," and asserted that the contents of his recommendation would prove that "the science behind this project is sound and that the site is technically suitable."If both chambers of Congress vote in favor of Yucca Mountain as a repository, legal action can be expected. Robert Loux, executive director of the Nevada Agency for Nuclear Projects within the Nevada governor's office, said "we may litigate the secretary's decision. We may litigate this 30-day notice, the EIS (environmental impact statement) and the presidential decision, assuming he makes one."
