East Timor and Australia Discuss "Land" Rights over Timor Sea

LCG, May 7, 2002--East Timorese and Australians will attempt to come to some agreement over development of resources in the Timor Sea.

Petro Timor insists that in 1974 Portugal granted it concessions to develop oil and gas resources in the Timor Sea. After Indonesia invaded East Timor the following year, rights were awarded to other companies. In 1999, East Timor separated from Indonesia and has been since renegotiating with Australia regarding resources.

One particular issue to be discussed is the Sunrise-Troubador gas field, of which 20 percent is in areas shared by the two nations. Woodside Petroleum Ltd. Osaka Gas, Phillips Petroleum, and Royal Butch/Shell Group are currently involved in a joint venture to develop Sunrise. Australian Foreign Minister Alexander Downer says arrangements between the companies and East Timor have repercussions for Australia since Phillips is seeking Australian tax concessions to offset royalties to East Timor. However, he is optimistic that all parties will come to an acceptable resolution.
According to Downer, is is hoped that an agreement will be reached by May 20, when East Timor is due to become fully independent from U.N. administration.
