NERC's New Winter Reliability Assessment Raises Concerns for Elevated Risk of Insufficient Supplies to Meet Demand in Extreme Operating Conditions

LCG, November 19, 2025--NERC yesterday released its 2025–2026 Winter Reliability Assessment (WRA), which concludes "much of North America is again at an elevated risk of having insufficient energy supplies to meet demand in extreme operating conditions." Summer Reserves for California Adequate

LCG, June 10, 2002--The California Independent System Operator reports that it has had less power than needed to achieve a 15 percent reserve margin, but so far, the margin of 7 percent has been adequate to stave off rolling blackouts.

In order to be at 7 percent or above, the ISO had to ask some generators to put off scheduled maintenance last week until after periods of elevated air-conditioning demand passed.

Some conservation that started with the onset of the 2000 power crisis seems more or less permanent, but some financial incentives have also been provided. A vote by the Legislature renewed the 20/20 program, which gives a 20% refund to households that keep usage 20% below their consumption of power in the 2000 summer season. Conservation may help, but according to the ISO, 1,500 new megawatts of generation will be needed annually to keep pace with new demand.
