CA Senate Confirms Freeman as Power Authority Chairman
LCG, August 13, 2002-Yesterday the California Senate voted 25-13 to authorize David S. Freeman as chairman of the California Consumer Power & Conservation Financing Authority despite Republican attempts to show Freeman to have participated in unsavory market practices.Although generally Governor Gray Davis' appointees are confirmed with very little opposition, two hours of debate preceded the vote.Freeman served as the Los Angeles Department of Water and Power general manager during the California energy crisis. The DWR was responsible for purchasing some of the electricity in the California at this time, and recently the department has been under scrutiny by a California Senate committee for possible involvement in manipulative trading. Freeman, therefore, was also facing investigation, which was stepped up prior to yesterday's vote.Republican senators portrayed Freeman as a criminal, responsible for victimizing Californian consumers and the market by inflating electricity prices. Ultimately, most Senators believed there was no evidence in Freeman's deposition that he knowingly took part in market manipulation.Although Freeman will take up the position as power authority chairman, the Senate committeee is still investigating Freeman's role as LADWR chairman.
