Plains Power Prices Higher Due to Drought
LCG, Feb. 10, 2003--Drought conditions described by the U.S. National Weather Service as "abnormally dry" to "extreme" have lowered hydro power supplies in the Plains states of the U.S. and in Canada, leading to wholesale prices twice as high as they were last year.Manitoba Hydro, which supplies U.S. utilities and wholesalers, has had to buy power from thermal power plants using natural gas and other fossil fuels at the same time that its export revenues have dropped by 16 percent. The company's annual earnings are estimated at C$70 million to C$107 million ($46 to $70 million US) by the time its fiscal year ends in March. Last year, its earnings were C$214 ($140 US) million. The Western Area Power Administration, the U.S. agency that supplies a variety of small customers, including irrigation districts and Indian tribes, has been impacted as well, as snowpack in Montana is 42 percent below normal, while reservoir levels remain below average. The low snowpack means that the Missouri River system's flow through Nebraska, to Iowa and Saskatchewan and Manitoba is reduced. The agency's purchases have been at wholesale prices much higher than normal. They have been seen at $60/MWh recently, compared with $21/MWh last year.
