Republicans Finish Energy Bill Negotiations

LCG, Nov. 14, 2003--Difficult and protracted negotiations on a comprehensive energy bill are essentially over, according to Republican Senate and House chairmen of the committees that led them.

The announcement was made today by Sen. Pet Domenici of New Mexico and Rep. Billy Tauzin of Louisiana. Included in the bill are tax credits for ethanol and for nuclear and coal power producers, as well as aid for specific local projects. The bill did not include provisions for drilling for oil in the Arctic National Wildlife Refuge in Alaska, although White House Spokesman Scott McClellan said the administration feels that such projects "should be part of a comprehensive energy plan."

Democrats will now review details of the plan, which are scheduled to be posted tomorrow at noon on the website http://energy.senate.gov/ and http://energycommerce.house.gov/. Sen. Charles E. Schumer of New York, a Democrat, voiced strong objections to what he called a "grab bag of goodies for special interests," and said the bill "should be stopped in whatever way possible and I will be checking with my colleagues to see if we have the support to do so," although substantial changes are unlikely.

Mr. Tauzin said the package, the completion of which has been sought by Energy Secretary Spencer Abraham, "is going to make a difference in American families' lives."
