Duke Energy Submits Early Site Permit Application to NRC for New Nuclear Reactors in North Carolina

LCG, December 30, 2025--Duke Energy announced today its submission of an early site permit (ESP) application to the U.S. Nuclear Regulatory Commission (NRC). The site is near the Belews Creek Steam Station in Stokes County, North Carolina. The submittal follows two years of work at the site, and the announcement states that the submittal is part of Duke Energy's strategic, on-going commitment to evaluate new nuclear generation options to reliably meet the growing electricity needs of its customers while reducing costs and risks.

The NRC Issues Summary of 2025 Successes

Southern Co. Transmission Access Questioned by FERC

LCG, Mar. 17, 2004--Southern Co., which owns utilities throughout the Southeast, has been given 21 days by the Federal Energy Regulatory Commission (FERC) to justify its alleged restriction of transmission access available to Calpine Corp. and Oglethorpe Power Corp.

Calpine and Southern have been in talks aimed at reaching a settlement over the issue, but negotiations have not yielded significant progress. According to a FERC order, Calpine and Oglethorpe were not given rightful opportunities to renew existing long-term contracts associated with Southern Co. transmission infrastructure. In another case, Calpine had requested that FERC block a deal Southern had with utility affiliates controlling transmission access from the McIntosh power plant, scheduled to go online next year. Southern has said that its bidding process does not favor any participant.

In its order, FERC sought a response to the finding that the contracts "limit the transmission customers' rollover rights in a manner contrary" to the agency's policies.
