BP Cogeneration Project Moves Forward
LCG, July 28, 2004--BP's proposed 720-MW cogeneration facility at its Cherry Point Refinery in Washington took a step forward Monday when the state's Energy Facility Site Evaluation Council approved Whatcom County's agreement with BP. The agreement includes noise limitations and efforts to protect herons on the undeveloped, 195-acre site. The Cherry Point Refinery, constructed in 1971, is located approximately seven miles south of Blaine and eight miles northwest of Ferndale, Washington. The cogeneration facility will be a natural gas-fired, combined cycle station that provides steam and electricity to the adjacent refinery. Available electricity will be delivered to the Bonneville Federal Columbia River Transmission System and sold to the market. The Council is expected to decide in October whether to recommend construction of the plant. Governor Gary Locke must also approve and sign the Site Certification Agreement. Once approval is received, construction is estimated to require approximately 25 months.
