DOE Selects TVA and Holtec to Rapidly Advance Deployment of Small Modular Reactors

LCG, December 2, 2025--The U.S. Department of Energy (DOE) today announced the selection of the Tennessee Valley Authority (TVA) and Holtec Government Services (Holtec) to support early deployments of advanced, light-water small modular reactors (SMRs) in the United States. With this announcement, DOE is supporting the first-mover teams to develop and construct the first Gen III+ small modular reactor (Gen III+ SMR) plants in the United States. The project teams will receive up to $800 million in federal cost-shared funding to advance initial projects in Tennessee (TVA) and Michigan (Holtec) and act to expand the Nation’s capacity while facilitating additional follow-on projects and associated supply chains.

Dominion Files with NRC to Build New Reactor in Virginia

LCG, November 29, 2007--Dominion announced yesterday that it has filed an application with the Nuclear Regulatory Commission (NRC) for a Combined Operating License (COL) to construct and operate a third nuclear reactor adjacent to the existing two reactors at the North Anna Power Station, located about 60 miles northwest of Richmond, Virginia. Dominion anticipates that the new unit could commence operations in 2015, given timely regulatory approval and a decision by Dominion to proceed.

Dominion received on November 20 an early site permit (ESP) from the NRC for the new reactor. The ESP states that the site is suitable for a third reactor and provides a 20-year option for Dominion to consider adding the reactor.

The new reactor will use the GE-Hitachi Nuclear Energy (GEH) Economic Simplified Boiling Water Reactor (ESBWR) design and will have an electric generating capacity of 1,520 MW. The ESBR incorporates passive safety features that rely upon natural forces, such as gravity, in order to reduce reliance on active, mechanical systems, like pumps and valves.

The North Anna site is the reference site to demonstrate the ESBWR technology. Dominion has a cooperative agreement with the U.S. Department of Energy
to share equally the cost of the COL. Dominion estimates the cost to complete all of the necessary work to be able to build the unit to be about $500 million, although the maximum expense to Dominion will be only $60 million.

Dominion and NuStart Energy, a consortium of nuclear energy companies, developing the reference application for the GEH ESBWR. Dominion is expected to file the Construction and Operating License (COL) application with the NRC for a single unit at its North Anna Power Station later this year. The application will support subsequent, planned COL applications, including the anticipated application by Entergy for its Grand Gulf and River Bend sites next year.

Dominion is the reference case for the GEH ESBWR, and others are expected to follow. Earlier this month, Exelon Nuclear, a unit of Exelon Corporation, announced that it selected the GEH ESBWR design for a new nuclear power plant in Texas. Exelon has stated that it plans to file an application with the NRC in 2008, although a decision to construct the nuclear plant has not yet been made. In addition to Exelon, Entergy is expected to submit COL applications next year to install new reactors at its Grand Gulf and River Bend sites.
