U.S. Coal-fired Generating Capacity Retirements in 2025 Are Less Than 20 Percent of Retirements in 2022

LCG, April 13, 2026--The EIA today released an "In-brief Analysis" of U.S. coal-fired generating capacity retirements in 2025. A highlight of the analysis is that, during 2025, the electric power sector retired 2.6 GW of coal-fired generating capacity at four power plants, which is (i) the least since 2010 and (ii) 5.9 GW less than the planned retirement of 8.5 GW at the beginning of 2025.

EPA Proposes Rule Changes to Coal Combustion Residuals (CCR) Requirements to Restore American Energy Dominance

LCG, April 10, 2026--The U.S. Environmental Protection Agency (EPA) announced yesterday a rule proposing several revisions to the federal regulations governing the disposal of coal combustion residuals (CCR) and the beneficial use of CCR. The EPA designed the rule to encourage resource recovery, allow for site-specific considerations in permitting, and provide regulatory relief while continuing to protect human health and the environment. The EPA will be accepting comments on the rule for 60 days after publication in the Federal Register, and it will also hold an online public hearing on the rule.

Progress Energy Moves Ahead with Nuclear Reactors in North Carolina

LCG, February 20, 2008--Progress Energy Carolinas (Progress) yesterday announced that it will file later that day a combined construction and operating license (COL) application with the Nuclear Regulatory Commission (NRC) to construct two more nuclear reactors at the existing Harris Nuclear Plant site in North Carolina.

By obtaining the COL, Progress would have the option to construct the nuclear reactors that would provide baseload, power generation without emitting greenhouse gases. If Progress decides to construct the new facilities, the new plant would commence operations in 2018 at the earliest.

In January 2006 Progress announced it had selected Westinghouse to supply the reactors for the expansion at Harris Nuclear Plant in the Carolinas. Progress Florida announced in July 2006 that it had selected Westinghouse for proposed new reactors in Florida that would be constructed near its existing Crystal River Energy Complex. Progress Florida plans to file a needs case with the Florida Public Service Commission in early 2008. With timely regulatory approvals, Progress estimates that the new reactors in Florida could commence operations by 2016 to 2017.

The Westinghouse reactor is the AP1000, an 1,100 MW reactor design that incorporates passive safety features that rely upon natural forces. The NRC approved the Design Certification for the AP1000 standard nuclear plant design on December 30, 2005.

The AP1000 has been selected other companies, including: Southern Company, Duke, SCANA and Santee Cooper as the basis for additional COL applications to construct new nuclear reactors. Last December Duke submitted a COL application to the NRC for the William States Lee III Nuclear Station, which would be built at a greenfield site in South Carolina. Duke's COL application relies upon the COL application submitted October 31, 2007 to the NRC by the Tennessee Valley Authority (TVA) and NuStart Energy, a consortium of nuclear energy companies, to build two nuclear reactors at TVA's Bellefonte site in northern Alabama.
