California IOUs Advance with Wind Power Projects Totaling 765 MW

LCG, February 4, 2011--Two of California's largest Investor-Owned Utilities (IOUs) yesterday announced progress on major new wind projects that have a combined electric generating capacity of 765 MW. Successful completion of these wind projects will be a significant step for both utilities towards meeting their ever-rising renewable energy requirements dictated by California's Renewable Portfolio Standard.

Three power purchase agreements (PPAs) between Pacific Gas and Electric Company (PG&E) and Greengate Power Corporation (Greengate) were approved by the California Public Utilities Commission (CPUC). The 20-year PPAs totaled 450 MW and are for Greengate's wholly-owned subsidiaries: Halkirk I Wind Project LP, Blackspring Ridge IA Wind Project LP and Blackspring Ridge IB Wind Project LP. The PPAs relate to the purchase and sale of renewable energy credits (RECs) generated by Greengate's 150 MW Halkirk I Wind Project and 300 MW Blackspring Ridge I Wind Project, both located in Alberta, Canada. Under the terms of the three PPAs, PG&E will purchase all the RECs at fixed prices for 20 years.

The Halkirk I Wind Project is scheduled for completion in 2012, and the Blackspring Ridge I Wind Project is scheduled for completion in 2013.

San Diego Gas & Electric (SDG&E) and Pattern Energy announced a 20-year PPA for the output from Ocotillo Wind Energy Facility, a 315-MW project located approximately 25 miles west of El Centro in the Imperial Valley. This project is scheduled for completion by the end of 2012 to coincide with the in-service date for the 500-kV Sunrise Powerlink transmission line that is now under construction. The PPA still must be approved by the CPUC.

In California, IOUs, electric service providers (ESPs) and community choice aggregators (CCAs) regulated by the
CPUC are required to procure a growing percentage of retail sales annually from eligible renewable sources, with a long-term goal of 33 percent renewable energy by 2020. According to the CPUC, the IOUs collectively served 15.4 percent of their 2009 electric load with renewable energy, up from 13 percent in 2008. In 2009, PG&E served 14.4 percent of its load with RPS-eligible renewable energy, SCE with 17.4 percent, and SDG&E with 10.5 percent. The results for 2010 are expected to be released next month.
