LCG, May 8, 2025--The Southwest Power Pool (SPP) Board of Directors approved SPP’s proposed Expedited Resource Adequacy Study (ERAS) at its May 6 meeting. SPP developed the new ERAS in collaboration with its stakeholders in response to the growing need to add new generating resources before the region’s generating capacity is outpaced by its electricity demands. ERAS is intended to be a one-time, expedited study process designed to significantly accelerate the addition of new power generation facilities to the grid and address concerns about the near term ability to maintain the affordable and reliable electric service that consumers expect.

Panda Power Funds Dedicates 758-MW Combined-Cycle Facility in Texas
LCG, November 21, 2014-Panda Power Funds dedicated its new, natural gas-fueled, combined-cycle power plant in Sherman, Texas yesterday. Construction on the Sherman Generating Station started in July 2012. The dedication of its sister facility in Texas, Temple I, occurred in late September.
The Sherman and the Temple I facilities both employ a Siemens power island package that is designed to enable the gas-fired combustion turbines to begin producing electricity in 10 minutes and reach full load within 30 minutes. The entire plant is designed to be able to achieve maximum power production in less than 60 minutes. The rapid start-up and ramping are especially of value in Texas, with its ever-growing intermittent renewable electric generating capacity from wind and solar facilities.
Panda Power has a number of projects moving ahead in the United States. In Texas, Panda Power plans to complete another combined cycle block, Temple II, which is scheduled to begin operations next year. Moreover, in August, construction began in Pennsylvania on the Patriot Power Project, a natural gas-fired, 829-MW project that is strategically sited in the Marcellus Shale formation, one of the largest natural gas fields in the world. The project is scheduled to enter commercial operations in mid-2016. In Leesburg, Virginia Panda is planning yet another gas-fired combined cycle plant, the Stonewall Energy Project. This 778-MW project is anticipated to be completed in 2017.
