Ontario Government Steps Forward with Electric Supply Plan

LCG, June 14, 2006--The Ontario Ministry of Energy announced yesterday that it has directed the Ontario Power Authority (OPA) to proceed with its recommended long-term electric supply plan, along with some revisions. Key elements of the plan include the expansion of nuclear capacity and the deferral of coal-fired plant closures that had been previously planned.

The Ontario Ministry of Energy directed Ontario Power Generation (OPG) to develop both feasibility studies to refurbish existing nuclear units at the Pickering and Darlington sites and an environmental assessment for the construction of new nuclear units at an existing nuclear facility. According to the Ministry, nuclear power is expected to remain as the largest supply serving Ontario's electricity needs in 2025.

The planned closure of coal-fired generation has been deferred by the government in order to maintain electric system reliability. The Ontario government had previously committed to close nearly 7,600 MW of coal-fired, generating capacity by the end of 2007 in order to improve air quality and reduce greenhouse gas emissions. Some plant closures have occurred. The coal-fired Lakeview Generating Station, with a capacity of 1,140 MW, was shutdown in April 2005.

Other government directives include doubling the use of renewable energy by 2025 and increasing conservation efforts, with a goal to reduce electricity demand by 6,300 MW by 2025.
