New York PSC Approves Ravenswood Energy Storage Project

LCG, October 18, 2019--The New York State Public Service Commission (PSC) yesterday approved construction of the largest battery storage facility in New York State history. The 316-MW Ravenswood Energy Storage Project will be built in Long Island City, Queens, New York and scheduled to be partially operational by March 2021.

The Ravenswood Energy Storage Project will use lithium-ion batteries to supply up to a maximum of eight hours of storage capacity at its rated output and will be able to charge and discharge up to 316 MW of power. The facility will be able to provide peak capacity, energy and ancillary services. According to the developer, Ravenswood Development, LLC, the project will store and release to the grid in accordance with New York Independent System Operator's (NYISO) and Consolidated Edison Company of New York, Inc.'s (Con Edison) dispatch orders. The project will be built on a portion of the Ravenswood Generating Station property that currently is occupied in part by peaker units, most of which are currently not in service.

The PSC Chair stated, "Energy storage is vital to building flexibility into the grid and advancing Governor Cuomo's ambitious clean energy goals. Projects like Ravenswood will enable us to grow the industry and create jobs while we continue on our path toward meeting the country's largest energy storage target. When complete, this facility will displace energy produced from fossil plants during peak periods, resulting in cleaner air and reduced carbon emissions."

To achieve an electric sector goal of zero-carbon emissions by 2040, New York this summer passed the Climate Leadership and Community Protection Act (CLPCA) that mandates the installation of (i) 6,000 MW of distributed solar by 2025, (ii) 3,000 MW of energy storage by 2030, and (iii) at least 9,000 MW of offshore wind by 2035. The Ravenswood Energy Storage Project will be one step towards building the many energy storage systems needed to complement the future, huge intermittent renewable energy resources required for the State.
