PUC of Texas Approves Entergy Texas' Plans to Build Over 1,200 MW of Gas-Fired Capacity

LCG, September 12, 2025--Entergy announced yesterday that the Public Utility Commission of Texas (PUCT) approved Entergy Texas’ proposal to build two efficient natural gas-fired power plants to support the region’s rapid growth. The combined electric generating capacity of the two facilities, the Legend Power Station and the Lone Star Power Station, will add over 1,200 MW to the Southeast Texas power grid to support new customer demand, increase reliability and lower costs for all customers. Both facilities are scheduled to commence operations by mid-2028.

The CEO of Entergy Texas stated, "We’ve heard directly from our customers and communities about the need for more power to support our rapidly growing region, and these facilities will deliver just that. From families and business owners to schools and essential services, these power plants strengthen our ability to serve our customers who count on us every day. It’s also a reflection of the extraordinary expansion in our service area and our continued commitment to meeting that growth head-on."

The Legend Power Station will be constructed in Port Arthur, Texas. The project will install a combined cycle facility with a generating capacity of 754 MW, and the facility will be CCS enabled and H2 capable. The project is estimated to be a $1.6 billion investment.

The Lone Star Power Station will be a simple cycle facility constructed near Cleveland, Texas. The generating capacity of the facility will be 453 MW, and it will also be H2 capable. This project is estimated to be a $799 million investment.

Entergy states that the two projects are part of Entergy Texas’ Southeast Texas Energy Plan, also known as STEP Ahead. STEP Ahead is the company's long-term strategy to power economic development, strengthen reliability and support growing communities across the region. The company notes that portions of Entergy Texas’ service territory are among the fastest growing in the country. To meet the growth, Entergy Texas, with these two projects, is adding over 1,200 MW of generation capacity by 2028. Furthermore, the company is building the 1,215-MW Orange County Advanced Power Station that is now under construction and expected to be operational next year. Thus Entergy Texas sees itself as acting to advance its mission to deliver affordable, reliable and sustainable energy to customers and communities across Southeast Texas.
