Crossett has been promoted to executive director of government affairs and regulatory relations by Niagara Mohawk Power Corp. Before joining Niagara Mohawk in March 1999, Crossett was manager of government affairs for the Carrier Corp.David H. Gunning, has been elected as a director of Southwest Gas Corp., succeeding Lloyd Dyer, who retired after 22 years on the board. Gunning is the principal in Encinitos Ventures, and was president and chief executive officer of Capitol American Financial Corp.Dan Kimble has been appointed by the Nuclear Regulatory Commission as resident inspector at the Monticello (Minn.) nuclear power plant, effective July 17. Most recently, he was an operations engineer at the Department of Energys high flux isotope reactor at Oak Ridge, Tenn.R. Michael Lempke, vice president and chief financial officer of DPL Inc., has resigned, effective immediately. His duties have been assumed on an interim basis by Arthur Meyer, a vice president, and Elizabeth McCarthy, chief accounting officer.Michael R. Peevey has been elected a director of Internet services provider Excelergy Corp. He was a founder of marketer New Energy Inc. and president of that company until his retirement earlier this year. Peevey is also a former president of Southern California Edison Co.Carl W. Porter, president and chief operating officer of Semco Energy Inc. has announced that he will retire effective July 31, for personal reasons. William L. Johnson, chairman and chief executive will resume the rle of president.DeathsCharles J. Dougherty, retired chairman of Union Electric Co., died Friday, July 14, at his home in St. Louis. He was 81. Charlie Dougherty joined Union Electric in 1941 as a student accountant but, following the Japanese attack on Pearl Harbor, left to join the U.S. Marine Corps. He fought his way across the Pacific as an officer, including the invasion of Iwo Jima where, in the words of Adm. Chester W. Nimitz, uncommon valor was a common virtue. Dougherty was the only chief executive in the company's history to have ascended to the top position through the ranks.
