Tucson Electric Proposes Link to Mexico

LCG, Aug. 28, 2000--Tucson Electric Power Co. said on Friday it intends to build a power line into southern Arizona to boost reliability of electric service in that region and has asked approval from the U.S. Department of Energy to extend the line into Mexico.

The company said it plans to build a $70 million, 345 kilovolt transmission line 50 miles south to Nogales, Ariz., and then connect to an existing electric substation in the Mexican state of Sonora.

James S. Pignatelli, chief executive of parent holding company Unisource Energy, said the utility isworking with Citizens Utilities to jointly plan development of the power line. Citizens serves electriccustomers in Nogales and surrounding areas.

Pignatelli said that Arizona regulators have given Citizens until the end of 2003 to improve the reliability of its Nogales electrical system and the service it renders to its customers. "The 345 kilovolt line for which we seek approval will provide the additional reliability which Citizens requires," he said.

Tucson electric is looking at several different routes for the line to Nogales, most of which use existing transmission or pipeline rights of way. The proposed link to Mexico falls under DOE jurisdiction because it crosses an international border.

Pignatelli said the link to Mexico would give Tucson Electric the opportunity to import Mexican power when needed and to export surplus power when it is available in Arizona.
