NRC Calls Con Edison on Carpet over Indian Point 2

LCG, Sept. 6, 2000The Nuclear Regulatory commission said yesterday that two of its top officials will meet with senior managers of the Indian Point 2 nuclear power plant on September 11 in an attempt to cut through a haze of confusing reports from the pant owner.

Hubert J. Miller, the NRC's Region I administrator, and Roy Zimmerman, deputy director of the agency's Office of Nuclear Reactor Regulation, will meet with Consolidated Edison Co. of New York managers to "try to gain a better understanding of Consolidated Edison's assessments of performance issue, actions taken to address them and performance measures being used to monitor progress," the NRC said.

A year ago, Indian Point 2 suffered a shutdown with electrical system complications. On February 15 of this year, the plant gasped a puff of radioactive steam into the atmosphere and shut down when a steam generator tube sprang a leak. In May, the NRC decided the plant required "agency focus," which it defines as "heightened scrutiny."

The NRC is clearly not satisfied with the numerous reports sent in by Con Edison and wants to get to the bottom of things before any nuclear reactions are contemplated at the Buchanan, N.Y., facility.

The agency said Indian Point 2's recent problems "illustrated a number of longstanding performance issues, such as engineering support shortcomings, equipment reliability problems and large corrective action backlogs."
