Czech Foreign Minister to Brussels for Nuke Talks

LCG, Oct. 17, 2000Czech Foreign Minister Jan Kavan was expected to fly to Brussels late today for talks with European Commission officials about Austrian protests against the nuclear power plant at Temelin which began its start-up process last week.

"I am flying as a follow-up to our letter to EU Enlargement Commissioner Guenter Verheugen last week when we formally requested consultations with the EC and he expressed a wish to discuss it with me personally," Kavan told reporters yesterday.

Austria, which has no nuclear power plants of its own, has fought start-up of the Temelin plant located in the Czech Republic only 35 miles from its border. Austrian Chancellor Wolfgang Schssel has threatened to hold the Czech application for membership in the European Union hostage to getting its way with Temelin and Austrian protester have blockaded crossing points between the two countries.

Kavan had asked Verheugen for an opinion regarding the protesters which in Czech opinion violate EU regulations providing for open borders and for assurances that the Czech bid for membership in the EU will not be imperiled by complaints from Austrian officials.

Kavan said "there is legislation in the EU that (forbids) protest actions which restrict the free movement of goods and persons. I think that if a member state of the EU should behave like this inside the Union, then it should behave the same toward a country (that has applied for membership)."
