EPA Announces Proposed Rule Action to Revise ELG's and Support Reliable, Affordable Coal-fired Power Plants

LCG, May 14, 2026--The U.S. Environmental Protection Agency (EPA) announced today that it is proposing a rule to revise wastewater limits, known as effluent limitations guidelines (ELG), for steam electric power plants that will help improve grid reliability and lower electricity prices while continuing to support clean and safe water resources. Santa Monica Loses Power when Substation Explodes

LCG, Oct. 27, 2000--Explosions that ripped an underground substation in Santa Monica early yesterday morning cut power to about 16,000 Southern California Edison Co. customers. Those closest to the underground facility at Lincoln Boulevard and Colorado Avenue were expected to be without electricity until at least this afternoon.

A series of blasts rocked downtown Santa Monica at about 4:30 a.m. and, according to one eye-witness, sent a bright bluish-green flash into the air. The explosions were followed by fire that shot from a manhole but local firefighters quickly quenched the blaze.

Two unlucky newspaper circulation workers who were restocking racks at the corner were slightly injured.

SoCal Ed officials thought at first that the explosions could have been caused by rain-soaked equipment in the underground substation but have since dismissed that theory. Utility spokesman Paul Klein said emergency crews reach the site around noon and reported that damage was "extensive."

"It looks like this outage will be prolonged," Klein said. "The vault is going to require extensiverepairs."
