U.S. Coal-fired Generating Capacity Retirements in 2025 Are Less Than 20 Percent of Retirements in 2022

LCG, April 13, 2026--The EIA today released an "In-brief Analysis" of U.S. coal-fired generating capacity retirements in 2025. A highlight of the analysis is that, during 2025, the electric power sector retired 2.6 GW of coal-fired generating capacity at four power plants, which is (i) the least since 2010 and (ii) 5.9 GW less than the planned retirement of 8.5 GW at the beginning of 2025.

EPA Proposes Rule Changes to Coal Combustion Residuals (CCR) Requirements to Restore American Energy Dominance

LCG, April 10, 2026--The U.S. Environmental Protection Agency (EPA) announced yesterday a rule proposing several revisions to the federal regulations governing the disposal of coal combustion residuals (CCR) and the beneficial use of CCR. The EPA designed the rule to encourage resource recovery, allow for site-specific considerations in permitting, and provide regulatory relief while continuing to protect human health and the environment. The EPA will be accepting comments on the rule for 60 days after publication in the Federal Register, and it will also hold an online public hearing on the rule.

Ron Cardwell has joined the Allegheny Energy Inc. as a vice president ofAllegheny Energy Solutions, an unregulated subsidiary that focuses on distributed generation and other energy-related products and services. He most recently was with Navigant Consulting Inc., where he was responsible for developing growth strategies for energy and utility companies.

Tony J. Finneman, vice president for operations of natural gas firm WBI Holdings Inc. has been promoted to executive vice president and general manager of Williston Basin Interstate Pipeline Co., the company's regulated natural gas pipeline and storage subsidiary.

Philip J. Pellegrino has resigned from his position as chief executive and president of ISO New England, effective immediately, to pursue other professional interests. Chairman William W. Berry will assume Pellegrino's responsibilities on an interim basis while a search is undertaken for a replacement.

Gerald J. Stalun has been named executive vice president and managing director of Duke Capital Partners LLC, a business unit of Duke Energy Corp. and will be responsible for the company's Charlotte operation. He most recently was managing director and co-head of global project finance for the power industry at Bank of America.

Darwin L. Subart, vice president for business development of WBI Holdings Inc., a natural gas concern, has been promoted to executive vice president and general manager of WBI Southern Inc., a subsidiary consisting of the firm's natural gas gathering system and some storage assets.

F. T. Webster has become executive vice president and managing director of Duke Capital Partners LLC, a business unit of Duke Energy Corp. and will be responsible for the company's Houston operation. He most recently was a partner and managing director of Arthur Andersen's energy corporate finance practice in North America.
