Midwest ISO Recruits 8 New Members
LCG, March 5, 2001--The Midwest Independent Transmission System Operator, which has watched some of its largest members defect in favor of the rival, profit-motivated Alliance Regional Transmission Organization, got a lift last week when eight utilities applied to join up.The Midwest ISO announced on Friday that applications had been received from Indianapolis Power and Light Co., Indiana Municipal Power Agency, Lincoln Electric System, Minnesota Power Co., Otter Tail Power Co., Sunflower Electric Power Corp. and UtiliCorp United.The rush to enlist was not exactly a manifestation of volunteerism. As the result of a settlement brokered last week by the Federal Energy Regulatory Commission, the utilities were given until February 28 to apply for membership in either the Midwest ISO or Alliance in order to qualify for a single pricing structure.Under the settlement, Midwest ISO and Alliance agreed to exist separately but coordinate their activities, including setting up a single pricing structure that would permit market participants to deal with either organization as if the two were one RTO.The settlement also allowed Illinois Power Co., Ameren Energy Corp. and Commonwealth Edison Co. to depart the Midwest ISO in favor of Alliance.
